Frank Rubino, Regional Vice President of Clinical Engineering
As Regional Vice President of Clinical Engineering, Frank Rubino is responsible for clinical engineering business development and service delivery throughout the Northeast region, including states within New England and the Mid-Atlantic.

Mr. Rubino’s experience with sophisticated medical equipment service programs began in the 1970s, when he designed, built, and installed computerized arrhythmia monitoring systems in the specialty engineering group of American Optical Medical Division. Mr. Rubino entered field service in 1979 as a Regional Manager for American Optical and remained in clinical engineering service over the years, working with companies such as Picker International, TRW Medical Electronics and AMSCO Medical Electronics. Prior to joining ISS Solutions, he cofounded an independent clinical engineering service provider, Affiliated Clinical Engineering Services, Inc. (ACES). As President and CEO of ACES, Mr. Rubino designed and directed resident-based clinical engineering program implementation with ACES for over a decade, growing it into the region’s largest independent clinical engineering service provider. In 2004, ACES was acquired by a national company. In 2009, Mr. Rubino reentered the clinical engineering field, forming the STATServices Division of XRI.
Mr. Rubino has studied Business and Finance at Northwestern University and he attended Wentworth/Sylvania Technical Institute where he earned a Certification in Electronics Technology. Mr. Rubino is also a member of AAMI, ASHE and the New England Society for Healthcare Materials Management (NESHMM).
